Ninety milliseconds

The gap is one syllable. It lasted about ninety milliseconds and it was the word not.

Nothing in what arrived was damaged in any way the listener could hear. The sentence was grammatical. It was fluent. It was confident. It was the exact opposite of the instruction that had been sent, and the person who received it did precisely as they were told, which is the part that has never stopped mattering.

Four people were in bay three. The register lists them by name. It does not list the name of anyone who later worked on the problem, and that omission was deliberate, and we will come back to it.

Who the Tarilen are

They call themselves the Tarilen. The word means the crew. Not a nation, not a people, not a chosen or a remnant — a crew, the same word you would use for the four on shift with you tonight. The plural is tatarilen, formed by saying the first part of the word twice, which is how their language makes anything plural.

Everyone else calls them the Welunna, the star folk, which they find faintly embarrassing and do not use.

There are perhaps four million of them, in leased habitats and working hulls between the belt and the ice moons. The year, as you read this, is 2310. Every one of them was born inside a sealed volume and will die inside one. There are habitats, and there are the ships that move between them, and there is the outside. The outside is not a place you go. It is a place you visit in a suit, on a tether, having told somebody where you are going and when you will be back.

Nobody sent them

This is the part people get wrong, because they expect a catastrophe.

There isn't one. Earth is fine. Earth is populated and prosperous and, on the whole, uninterested. Nothing burned, nothing fell, nobody fled. The Tarilen are not survivors of anything.

What happened is duller and more permanent than a disaster. By the middle of the twenty-second century the work that paid was in the outer system: volatiles off the ice moons, metal out of the belt, and the enormous, unglamorous pressure infrastructure that moved both. Somebody had to be out there to run it. The first of them went out on contracts and meant to come back.

Their children were born in the habitats. Their grandchildren had never stood under a sky. By the fourth generation the question when are you going home had stopped making sense as a question, because there was no home to go to that was not a hull, and a gravity well is a miserable place to visit when your bones have never carried you in one.

They are not a colony and not a diaspora. They are staff who stopped going home, and then kept being born.

There is no empire out there and no navy. There is the Outer Board, which is less a government than a clearing house: it arbitrates leases, moves volatiles, keeps a register of accidents, and publishes standards. The Board has almost no power. What it has instead is that nobody will underwrite a hull that ignores it. Remember that, too.

Pressure is the first fact

Where the Tarilen live, the world divides in exactly one way that matters, and it is not into living and dead, or male and female, or animal and thing. It divides into what holds pressure and what does not.

That division got into the grammar and never left. A Tuwenki noun is not sorted by sex or by whether it breathes. It is sorted by how it behaves under pressure:

Read the first row again. A hand is sealed. A heart is sealed. A body is a vessel that holds pressure, and the language files it with the tanks.

The person inside that body is crew.

Tuwenki keeps the container and its occupant in different grammatical classes, and once you have seen why, you cannot unsee it: in a hull breach, the difference between the vessel and the person inside it is the entire problem. Every Tarilen child learns that distinction at the age when you learned that a spoon is it and a dog is he.

The channel is the second

Tarilen speech does not travel through air from one mouth to one ear. It travels suit to suit, compartment to compartment, over a narrow radio link, and that link is bad in specific, knowable, measurable ways.

It passes roughly three hundred to three and a half thousand hertz and throws away everything above. That single fact does most of the work:

Fricatives live above the band. The hiss that separates one from another is the first thing destroyed. So Tuwenki has exactly one fricative. One cannot be confused with anything.
Voicing is fragile and clipping kills it first. So Tuwenki does not use voicing to tell two sounds apart. There is no b–p, no d–t, no g–k. There is one of each.
Duration survives. So vowel length is meaningful, and a long vowel and a short vowel are different words.
The pitch of a voice sits low, well inside the band, and arrives almost intact.

That last line is the hinge of the entire language, and we will get to what they did with it.

One consequence is small and I love it. The Tarilen count in base eight. Not because they have eight fingers, and not for any mystical reason. Each digit has to be recognisable from its first consonant alone, so that a listener who catches nothing else still has the number — and only eight of their consonants survive the channel cleanly enough to do that job. The number system is a consequence of the antenna. There are civilisations whose mathematics was shaped by their hands. This one's was shaped by its radio.

The register of failures

The Board's accident register is not a collection of stories. It is a taxonomy. By the 2180s four classes of communication failure had been named, counted, and costed, and every crew knew them by heart:

The lost negative. A message arrives sounding complete. One syllable was taken by noise, and the syllable was not. The listener acts on the exact opposite of the instruction, with total confidence, and nothing they heard warned them. Entry 3·1·6 is one of these. It is not the worst one.

The reversed direction. Vent the compartment to the outside and vent the outside into the compartment differ by one small word in most languages. Noise does not respect how important a word is; it eats by duration, and direction words are short.

The damaged number. A crew member can guess a missing verb from context. Nobody can guess a missing digit. A number is the one thing a listener cannot repair from the situation, and it is usually the thing the instruction is about.

The repeated reading. This is the worst of them, because it leaves no trace at all.

Somebody says the valve is closed. They did not look. A sensor said so, through three metres of wiring and some software, and the words that came out of their mouth were identical to the words of a person who had gone and put their eyes on it. Everything built on that fact is built on nothing, and nobody in the chain can tell.

Eighteen months after entry 3·1·6, the working group realised that the fourth class was not a communication failure at all. It was a failure to carry where a fact came from. And you cannot patch that with a procedure, because a procedure is a thing people follow when they remember to.

That was the moment the project stopped being a set of radio protocols and became a language.

The unsigned standard

What they produced is called the Circular. Its number is 2·0·4, which is a base-eight number, and which nobody bothers to say out loud any more.

It carries no authors' names.

That was a decision, taken early and argued about for a long time. The people who wrote it took the view that a safety standard which depends on the reputation of its authors has already failed, because the first argument about it will be won by whoever is more senior rather than whoever is more right. So they left their names off, and the working group is recorded only by its docket number.

The grammar inherited that refusal, and this is the single strangest fact about Tuwenki:

There are no honorifics. None. Rank cannot be flattered, because there is no grammatical machinery to flatter it with. What an order carries instead is a mark saying whether it rests on the speaker's own judgement, on a written procedure, or on a message from somewhere else — and a subordinate can hear which, every time, and say so.

The people who built the language refused credit first. The language has refused it ever since.

There is one more turn of the screw. The founders' names, where they survive at all, survive in the accident register — as the people who died, not the people who wrote. And their names are not pronounceable in Tuwenki. They spoke something older; the language came after them. The first generation of children raised in it, around 2214, could not say their own grandparents' names properly, and that is still true, and the Tarilen have never fixed it.

One rule made the rest

Everything unusual about Tuwenki falls out of a single line in the Circular:

Repeat what is expensive to lose. Never repeat what the listener already has.

That is a compression rule and a safety rule at the same time, and it is ruthless. Redundancy is not free — every syllable you spend saying something twice is a syllable of airtime, of attention, of battery. So you spend it only where losing the thing turns a message into a confident statement of its opposite.

Which is exactly one thing: negation.

Negation is the only element in the language that is said twice, once at the front of a clause and once on the verb itself. Lose either half and the other still stands:

Take the sulanto out with a burst of noise and the -kem on the verb survives. Take the -kem and the sulanto survives. Entry 3·1·6 cannot happen in this language. That sentence is the memorial.

Direction gets two words that share no sound at all, so noise cannot turn one into the other. Every digit gets a unique first consonant. And nothing else is doubled, anywhere, because the rule cuts both ways.

What the language does

Four things will strike you, in roughly this order.

Every clause says how you know. Tuwenki has three level pitches, exactly four semitones apart, and one of them runs across every syllable of what you say. High means my own senses. Mid means an instrument, a readout, a log. Low means somebody told me, or I worked it out.

It is not optional. There is no neutral setting. You cannot make a statement in Tuwenki without saying where it came from, and there is no passive voice to hide an actor behind. If you do not know who opened the valve, the language makes you say that a person did it and that you cannot name them.

The same sentence, three times, differing in nothing but pitch:

Every clause is checked. A clause opens with a preamble and closes with a particle whose vowel is copied from the stressed syllable of the verb. If the two do not agree, the verb you heard is not the verb that was sent. It is a parity check with five states — about two and a third bits, which is not much, and the Circular says so in those words. It catches the commonest error and makes no claim to catch more.

Nouns are sorted by pressure, as above, and the class agrees on numerals, demonstratives and relative clauses, so a lost noun can often be reconstructed from the words around it.

Nothing is ambiguous about order. Subject, object, verb. Postpositions, not prepositions. Modifiers before what they modify, always, with no exceptions to memorise.

It is a small language. Eleven consonants, five vowels long and short, syllables of at most three sounds, about six hundred words. It was designed to be learnable by an adult in a working year, because the people who wrote it had to teach it to crews who had jobs.

What it cost them

Tuwenki is slower than it needs to be. It says things twice that other languages say once. It forbids constructions that would be convenient. It is blunt, and it was meant to be.

But the cost that actually shows up in a Tarilen life is subtler than that, and it is this:

You cannot be tactfully vague.

In your language, vagueness is a kindness. I heard there might be a problem with your section. Every hedge in that sentence is doing social work — protecting a source, softening a blow, leaving the other person room. Tuwenki will not let you build it. You must mark whether you saw the problem, measured it, or were told about it, and if you were told, the only way to say who told you is to quote them by name.

So Tarilen courtesy grew somewhere else entirely. It is not in the words; it is in the channel.

To acknowledge somebody immediately is politeness. To repeat yourself without complaint when asked is politeness. To ask a speaker to say it all again, rather than guess at the part you missed, is politeness, and the opposite is a serious discourtesy, because guessing is how people die. And kupelan, silence on the channel, is a gift: you give somebody quiet when they are working, and you do not fill it.

Their grief is precise in a way that is hard to read the first time. You cannot say she was lost. There is no passive, so somebody has to be the subject, and the frame has to say how you know. A Tarilen death notice names the person who saw it. That is not coldness. It is the last piece of care available — the fact is delivered whole, with its provenance, so that nobody who loved her has to wonder whether it is true.

And their love is startling, once you understand the frames. The high register means my own senses, nobody's report, nothing measured. To say something about another person in the high frame is to stake your own witness on it. In a language where every claim is sourced, a compliment in the direct frame is not a compliment. It is an oath.

The people who refused

No population adopts an engineered language quietly, and the Tarilen did not.

The loudest objection was the least interesting. Senior crews called it baby talk, resented being told how to speak by a board they had never voted for, and pointed out — correctly — that they had run hulls for thirty years without it.

The serious objection came from somewhere else, and it has never really been answered.

A language that forces you to state your source destroys your ability to protect a colleague. If a junior tells you privately that a system is unsafe, and you raise it, Tuwenki makes you mark that you were told — and the only way to say who told you is to name them. You cannot pass a warning up the chain and shield the person who gave it to you. The grammar will not do it.

The Tarilen argued about this for a decade. They did not fix it, and they did not pretend they had. What they built instead was a convention that sits outside the language: a report can be logged against a compartment rather than a person, and the log entry, not the speaker, becomes the source you cite. It works, mostly. Crews still argue about it. The Circular's own defects section mentions it in one line and offers nothing.

In the end it was not the argument that settled the question. It was the underwriters. By about 2230 nobody would insure a hull whose crew did not run the protocol, and a hull you cannot insure is a hull you cannot lease, and that was that. The Tarilen are quite clear-eyed about this. They did not adopt their language because it was beautiful. They adopted it because it was cheaper.

Beautiful is what it became afterwards, in the hands of people who had no choice about speaking it and made something of it anyway.

Two words nobody uses

In the lexicon there are two words that appear in no sentence in the entire course. One means hunt. One means stab.

A sealed habitat gives a crew no honest occasion to say either. There is nothing to hunt. There is nowhere to run and nothing to settle by violence that would not kill everybody in the compartment, including you. Those words have been dead weight for a hundred and twenty years.

The founders kept them anyway, and the reason they gave is the most Tarilen thing in the whole document: a language that has no word for a thing makes that thing harder to report.

They are not there because the Tarilen expect to need them. They are there so that, if it ever happens, somebody will be able to say so on the first try, in the correct frame, with the closure matching the verb.

What it still gets wrong

Tuwenki is not finished, and the Tarilen have never claimed it is. The defects are written into the grammar the way a tolerance is written onto a drawing.

One frame covers two different claims. Hearsay and inference share the low register, so a rumour and a sound deduction arrive with the same mark. Quoting is the only way around it.

A relative clause marks its negative only once. There is no header inside a relative clause to carry the second mark, so in that one place not rides on a single syllable — the exact failure the language exists to prevent. The Tarilen accept it because a relative clause is never the claim being made. They are not happy about it.

The parity check is weak. Five states. It catches a wrong verb and nothing subtler, and two verbs that share a stressed vowel will pass each other's check forever.

The source problem, above, which is social and not grammatical, and which no revision has solved.

A designed language is a set of trades. These are the trades this one made, in the open, with the reasoning attached.

You would be among the first

Here is the honest part.

Tuwenki has a complete grammar, a script, a six-hundred-word lexicon, twenty-four chapters, fifteen graded readings and eight hundred audio clips. Every rule is worked, every example is machine- checked against every other example, and every claim on this site can be verified by anybody who wants to sit down with it.

And nobody has learned it yet.

Every claim here is internal consistency. The only real test of a language is two people using it, and that has not happened. If you work through the twenty-four chapters, you will be one of the first people in the world to hold this thing in your head, and the first to find out where it is hard — which nobody currently knows, including the people who built it.

So: learn it, and then do the thing it was built for. Find one other person. Say something to them that matters, and mark how you know it. Ask them to say it again when you miss a syllable, because that is what kinarumang is for and you will use it on your first day. Keep a log of every mistake you make, because your errors are the first real data anyone has about where this language resists a human mind.

The Tarilen did not build Tuwenki to be admired. They built it so that a message would arrive whole, and so that a person on the other end would know exactly how much to trust it. That is a strange and specific thing to want from language, and once you have spoken it for a week you will start noticing how rarely your own language gives it to you.
